Thumbs down: Apartments get the shaft

Indiana’s insistence on using “market value” as the basis for property tax assessments has resulted in values of apartment buildings jumping by as much as 1,000 percent. The trouble started when Marion County hired an outside firm, Manatron, to reassess commercial property. It turns out Manatron’s definition of market value is way out of synch with values assigned by the township assessors. So much for objective standards. Appeals will ensue.
